o   Review 1/17/18 Minutes.  Motion to approve by Chris Davis, 2nd by Nathanial Murphy, all in favor.

o   Financial Report

ü  Business Checking Account:  $1686.66

ü  Money Market Account: $58,601.97

o   Presidents Items:

ü  New Director interviews to be held Monday

ü  Blue Mountain Artist Guild requested to put up art in the Chamber office.  Board agreed as long as these parameters are met:  BMAG must become Chamber Members; BMAG must hang their own artwork, provide signage for and rotate art monthly.

ü  Doug Hines requested $100 donation for weed control chemicals to enhance the trail behind The Port.  Board agreed to ask the Task Force for provide the donation.

ü  Col. County Public Transportation hosting a public input meeting 2.23.18  Delany Bldg. 3-6pm

ü  Touchet Valley Television plans to improve services available in 2018.

ü  The railroad is currently hauling rock for Konan Rock, but needs additional business.

ü  The Last Resort Campground at Tucannon Rd is no longer a KOA campground.  They plan to continue to operate their campground utilizing their own reservation system.

o   Directors Items:

ü  2018 Proposed Budget Supplied to Board.  Changes include eliminating a pass through for conference travel on behalf of Task Force (Task Force to reimburse staff directly).               Motion to approve by Ginny Butler, 2nd by Nathanial Murphy, all in favor.

ü  Kathy Berg has stepped in at the Chamber office to assist Ken Graham as Co-Director.

ü  Required Pool Fundraiser- Plans to place piggy banks around town with promotion.  Vicky Beckmeyer to cast the piggy banks, local children slated to paint and decorate them.  Banks then to be placed in businesses around town for a couple of months.

o   Committee Reports

ü  Brix and Brew: Caterer to be chosen this week.  Posters have been created and will be placed online and around town.  Invitations to go out next week.  Donations arriving at Chamber office.

ü  Mule Mania:  Revised list of requested Chamber duties supplied to the Board.  Mule Mania committee voted to approve, vote passed.  Mule Mania to pay $2500 + a % of sponsorships the Chamber brings in.  Chamber to continue to be point of contact for calls, emails and postal.

ü  Dayton Days: Ginny Butler is the Committee Chair (Thank you Ginny).  Committee meeting held 2.5.18 with 7 folks in attendance. “Pioneer Theme” was selected.  Additional activities planned for after the parade:

·         Royalty Luncheon to be held at the Depot courtyard. 

·         Dayton Memorial Library to host a block party on 3rd St.

·         Boldman House to host children’s activities.

·         Smith Hollow Schoolhouse to host a mock school day assignment. 

·         Courthouse lawn will hold roping activities.

·         The Liberty Theater to provide either an encore presentation of the Old West Melodrama or show a western themed movie.

·         (Pending) Chief Springs to hold a Brew Fest at their location.

ü  Dayton on Tour: Seeking a Committee Chair

ü  Main Street Beautification (Task Force):  Bette Lou Crothers updated the Board on the dilapidated condition of the rope lights on the Main St. light poles.  Suggested they be removed or replaced.  Requested the item be discussed further at the next meeting.

o   The meeting went into Executive Session.

Dayton Chamber of Commerce Board Meeting Minutes - January 3, 2018

o   December 2017 Minutes

No minutes to review, Dayton Chamber Board Meeting was substituted with the 2017 Community Economic Development Strategy (CEDS) meeting that was facilitated by the Port of Columbia, Jennie Dickinson

o   Financial Report

ü  Business Checking Account:  $10,088.48

ü  Money Market Account: $60,569.01

ü  2017 Budget vs Actual Report was provided by Treasurer Bev Rising using Chamber Quick Books. Rising also reported that budget information will also be imported into Quick Books.

ü  Rising, Berg and Clemens are preparing the 2018 budget.

ü  Rising will obtain a debit card to facilitate paying bills.

o   Executive Session – Discussed personnel matters

o   Chamber Board agreed that Dayton Chamber employee policies need to be reviewed and/or established for the following subjects:

ü  Timesheets

ü  Credit Card limits and approved uses

ü  Acceptable travel expenses

ü  Vacation time

ü  Billing procedures/processes

ü  Hours of operation

ü  Petty cash processes

o   Dan Andrews moved that Ken Graham be hired as the Interim Chamber Director at the salary and stipend equal to the amount paid to Justin Nix for no longer than March 30, 2018. Nathanial Murphy seconded the motion and the motion was approved with Ken Graham abstaining from the vote.

o   Ken Graham will begin as the Interim Chamber Director beginning on January 8, 2018. The Executive Board will meet with Ken Graham to discuss transition details on January 11 at noon at Chief Springs. Graham will also reach out to local media to inform them of the transition.

o   Committee Reports

ü  Brix and Brew: Walsh reported that she and Melissa talked through the task list and work is underway. Takemura agreed to solicit for wine.

ü  Mule Mania: Rising reported that an information contact person needs to be listed on their website and that Melissa Bryan was willing serve in that role.

a.       City Hotel/Motel Tax proposal is on the agenda for City Council.  In years prior, the City has held back funds for our event road closure expenses.  This year, the Council is proposing to hold back 10% of the Lodging Tax funds earmarking them for Tourism.

b.      Election of Officers;  Kathy Berg - President, Anne Walsh - Vice President, Bev Rising - Treasurer, Bill Clemens - Past President.  Motioned to be approved by Bette Lou Crothers, 2nd by Nathanial Murphy.  All in favor, none opposed.

a.       Would like to propose an alternate plan for the Lodging Tax that the City, asking them to revisit the issue again in 2018.

1.       Bev Rising – Wanted to give the board a brief history of Mule Mania. 

a. Mule Mania is in its 8th year and was started by Les Teel of Columbia REA. 

b. Mule Mania was unofficially adopted by Lisa Ronnberg (former Director of the Chamber of Commerce) and agreed to allow Mule Mania to move the date of the event from July to Dayton Days Weekend, Memorial Day Weekend.

c. Les Teel of Mule Mania and Columbia REA would like The Chamber of Commerce to take over the Mule Mania event in the future.

d. In  2014, Mule Mania and former director, Andrew Holt verbally agreed that Mule Mania would pay The Chamber 10% of the total sponsorships brought in, to reflect payment for office services rendered.

e. Mule Mania will be adjusted to be a 2 day event in 2018 due to reduced participation and funding.

        2.    Chamber Board-  Proposed that Mule Mania pay the Chamber $2500 plus a percentage of total sponsorships brought in 2018 for office services rendered.

1.       I gave Jonathan from Manila Bay a lead on a food trailer from Fat Duck Inn in Walla Walla and it looks like he will move into that in the Dayton Cut and Wrap Parking lot when he closes his shop at the end of November.

2.       Ginny Butler reported on the Frontier II building, One of the owners is looking to sell anywhere from 160k to 90k, building will need between 300 and 500K in repairs as water damage, fire damage, roof damage, Exterior walls bricks are loose, and to bring up to code.

1.       Melissa Bryan- Event went well overall.  Attendance was lower than anticipated, but merchants were pleased with increased business.  To improve future success, I hope to add local groups to participate in planning and operation of fractions of the event.  I have reached out to Wenaha Gallery to be the lead on the Art Walk.  I plan to reach out to the Girl Scouts to partner with Snapdragon for the Fall Festival.  Would like to get more of Dayton involved, by adding additional activities to the day.

e.      Awards Banquet (November 9, 2017) –Kathy Berg/Melissa Bryan-

1.       “Wind, powering our future” This year’s theme.

2.       Bette Lou-Requested that the decorating committee to begin decorating on Nov. 8th.

1.       Lighted Parade Forms have been updated and will be placed online this week.  Will also to an Eblast emailer with the parade form.

2.       Chamber received $4,000 sponsorship from Pacific Power for this year’s fireworks display.  We have kept our $4K level for many years, resulting in a lesser and lesser display each year (due to inflation).  We are looking to raise an additional $2K to boost the show this year.

g.       Main Street Beautification (Task Force) –Bette Lou/Justin Nix

1.       Bette Lou- Has contacted a nursery to begin replacing the pear trees on 2nd St.

1.       LC at the Green is now closed for the season.

2.       Interested in contacting the County to see if a restaurant can operate all year long at that location.

1.       Majority of the Downtown merchants are planning on participating in Main St. Trick or Treat on Halloween.  The Chamber printed out 80 posters that were distributed around town and at the School.  300 flyers were printed out and give to the school to hand out to all students. The Chamber office is well stocked with candy.

a.       Ladies Night Out (December 4, 2017) Melissa Bryan/Justin Nix

Justin Nix- Met with Mindy at Dingles and offered The Chambers support.  She said she would appreciate advertising.  Mindy also stated that she will be organizing all details.

a.       Dayton’s Identity: Many towns in Washington State have grabbed ahold of the “historic” term, we are looking to stand out in the crowd and focus on our additional community attributes.  We have great rivers, lakes, fishing, fish hatcheries and general recreation that we could be capitalizing on.  I have an idea to have art created to reflect the attributes we are not currently focused on.  I have contacted Mayor Craig George and asked for his input and assistance.

d.      Dayton on Tour (October 7, 2017) –Kathy Berg/Melissa Bryan-

1.       Melissa-Fall Festival flyers have been delivered to Dayton, Waitsburg and Starbuck schools.  Also, flyers and posters have been distributed around Dayton, Pomeroy, Waitsburg and Clarkston.

2.       Melissa-Event has been advertised on 11 online event calendars as well as The Entertainer, The Times and in The Chronical (insert was placed).

3.       Melissa-21 artists have agreed to be involved, and 9 venues selected from Main St. buildings.  Donations have been received for The Art Walk.

4.       Melissa-Columbia County Transportation Dept. declined to provide transportation for event.

1.       “Wind, powering our future” This year’s theme.

2.       A total of 54 nominations were received and a selection committee will be formed. Winners to be announced the day of the event.

1.       Village Shops owner, Candy Jones is actively trying to liquidate contents of her store.  She plans to close the end of this year.  There is a possible buyer to view business in the coming week.

Sept. 6, 2017 – General Store

1.       Call to Order by Bill Clemens.

2.       Minutes from meeting of August 16, 2017 were motioned to be approved by Bill Clemens, seconded by Kathy Berg and unanimously approved.   Corrections: Bill Clemens not present at 8.16.17 mtg.

3.       Finance Report –Justin– Checking--$ 6000  Money Market--$ 66,000

a.       Lodging tax for this month has been billed to the City, should be approximately $6,000.

a.       Chamber member, Gravis Law has offered all Chamber members a discount on legal services.

b.      Chamber has teamed up with Dayton High School teacher, Bob Cummins to assist in teaching a class on Social Media and Marketing.  Plans are to get the youth interested in this year’s Fireworks funding.

c.       Chamber is teaming up with Blue Mountain Station and Chief Springs Brew Pub to throw an “Oktoberfest” event on October 14, 2017 at BMS.  BMS & Kiwanis to provide food, 4 Breweries to sample their products.  Tickets on sale soon on the website.

d.      Chamber heard that Manila Bay will not be renewing their lease for 2018.

e.      Chamber has contacted Tesla and is seeking a “free of cost” electric car charging station.  Locations TBD.

2.       New concessionaires sought at Lyons Ferry Marina/Snake River Grill.  Current KOA investor looking to The Port of Columbia to agree to a 23-25 yr. lease and seeking permission to rent 75% of campsites to Columbia Pulp.

3.       Blue Mountain Stations additional building seeking to sign new tenants, so builder will finish work on new building.

1.       Bridgette House Salon to relocate to Ken Grahams building, next to Rey’s Roast in a few months.
